Pogo has or had posted on main page that FCS had more ranks added but it hasn't. They just tweeted a few minutes ago the following:

I finished the new album already. Hope the new ranks come soon and my effort so far counts for ranking up.
I finished the album also, and every time I won a game it scrolled across the bottom "You are 0% to your next rank."

It looks like the new badges are out. Not sure if there will be new ranks associated with the foundation total requirements. BUTT, I have exceeded the requirements for the first one...and no badge. I'll just play and wait for POGO.
HUMMMMMM, It seems like we have been waiting on POGO to catch up quite abit lately...am I wrong?
