Musical Instruments Pack 1 : Jam with the Accordion, Hurdy Gurdy, Guiro, Haranger Fiddle, Lithophone, Trumpet, Pan Flute, Pipa, Lyre, and Flute.
Available February 15th through February 21st.

Not there for me either. Pogo was supposed to release things today that never happened.
It was announced on Pogo news, but I failed to actually check the website. I had no reason to believe it wouldn't be there.
Pogo Sconnie had this to say about it:

The first 2 badge packs are now available through February 21st.
