No idea. During the last sale the packages were greyed out that would have taken me way over 4,000 but it did let me buy a package that took me about 50 over.
Right now it won't let me get the 2,500 pack. I'm dying to know if UW is on sale at 15 gems because I enjoy that game and would buy the episodes I need, then stock up on gems again.

I think bonus gems are given at the time of the purchase. If you didn't get the promotion gems, you should be contacting Pogo customer service. You will need to have transaction information - date, amount, maybe transaction number, etc.
