These can't be gifted?  I'm on the old site that shows our collections and when I click on what's on sale, there is no price listed and no "gift" button.  This seems to be the case for ALL badges, not just those listed above.

They can be gifted but must be done individually on the new site.  Click on the "i" within the circle for each badge.
On another page, there is a little gift box in the lower left, click on that.

Do you ever earn pogis on episodes without a challenge being attached. I see no badges or challenges, only episodes and powerups.

Why buy? What am I missing?

I'm going to buy the 600 and 400 for sure. I'll use them in place of weeklies if necessary, because I can save the weeklies.
