She saw the tire looping around.  I would have been on the other side of the car ready to kick the tire down.  I know the tire is big but a little kick could have toppled it.

Yeah, it was moving slowly enough not to be a real danger to the person.

The only issue for her is if the kick is not hard enough, the tire could just redirect into the moving traffic behind her.
