It doesnt go by your membership.  It is Club Pogo's anniversary that Pogo is going by.  From previous posts people are saying it is supposed to be released in a few days.

i doubt u will have to be a member for a year.....i think it is the anniversary for the kick off of club pogo the same as the 6 month anniversary...u didnt ned to be a member for 6 months for that......i joined december and had that badge in january.

their 1 yr anniversary is today i think so maybe they will be added today.
