It took me awhile to figure it out as well. I started with the animal tiles, then had to switch to the animal layout and then medium difficulty (2 boxes at bottom) and then it worked and I got my badge.

Complete 24 animals using the 'Animal' tile set and 'Animal' puzzle set on Med difficulty in 3 weeks!  Normal = medium
Earn Holiday Magic Badge plus 3,000 tokens

I have the game set correctly but am not getting credit for the wins.  Any advice?  I've tried Pogo Forums and no one is responding.
