I had all of them when I checked. I played til way after I completed the M&M badge and had them all in my book before the M&M.

Pogo has increased the level from 5 to 6 for each costume in Poppit Party. Also, you can now earn 4 new collection badges and 20 new costume badges.

On the Pogo forum, multiple people have reported that they are earning all the badges just by loading the game.
