The only Wendy's near me is in the middle of what we call the "Spaghetti Bowl".  So many highways converge at this point with loops, ramps, service roads, etc., that it looks like a bunch of spaghetti on a map.  It's a royal pain in the rump to navigate and no one gives people a break.  I didn't go because of this.

I see on Twitter that lots of people thought this was a joke and missed out on the deal. Also, many Wendy's locations reported that no one came in to get the deal.
