According to what was posted on this in another topic, it is just a tag and is harmless.  You can delete the file and it shouldn't hurt anything.  Just do a search for the topic and read what was said.

I found the same message about a month ago that was the same thing as you described. I thought that I had a virus Lol.

I was looking around my computer today out of bordem when I came across a word pad file that said Oscar. I read it and it said as follows "Oscar Was Here". It was accompanied by a dat file. What I am wondering is does that pertain to Badgehelp or is it just something else.
