try setting up a hotmail email account or an email account thru yahoo.  Its free...

Some times a isp blocks others.  A few years ago mine did that and I couldn't send email to my sister in law.  I called my isp and asked about it.  They said her isp was on a block list for spam.  I argued a bit with them and they lifted the block.  So call your isp.
Or you could get a hotmail or yahoo account.  Maybe you could explain what is going on to badge help in a email using a yahoo account and work something out with them.

I suppose you'll have to ask your ISP why you can't send emails to AOL addresses.

I don't know what to tell you. To get replacement codes you need to be able to submit your new registration code and receipt to replacecode@aol.com

The only way to contact BadgeHelp is through AOL. How did you contact them previously?

sorry  about  caps  . i have  no ideal  i  can  send  email  else where  but  just  not to  aol .  so  how  can  i get  new  codes  for the  cheats i have  already  purchased
