on a lot of the sites they say its only legal to download them if u have the game system and/or games owned.

How do you know which ones have been released? I know MAME is one of the more popular emulators but how do you know whether the roms are ok to download? ???

You may only talk about legal roms/emulators i.e. roms unto which the owner has released into public domain.

I don't think so, although the properties are copyrighted so it may not be ok to talk about here. The emulators emulate video games dating back to at least the early 80's. ::)
