It doesn't matter if you use a name that has used a pass before.. because this isn't just a free pass, in order to get the 50,000 tokens, you have to actually sign up for Club Pogo with a billable account name, and after the 2 weeks are over, your account will be charged with the regular Club Pogo fee (which will be the higher fee since it will have to be a new Club account). So it's really no use at all unless someone's looking to sign up another name, or for someone who hasn't been a part of the Club yet.
