Upon further reading, I believe this SkyDrive offer is only available if you were an existing customer.

One way to know for sure is .. once you click on the "Files" link, the free upgrade message appears in this box :

I went and signed up with Hotmail so I could get the free storage and all they give is 7mb.  I saw nothing under files to upgrade free, but I did see where you can  purchase more storage on a monthly (Expensive) basis.
