You have to change the settings BEFORE the game starts to never pick up the pile.

I am trying to win an old Canasta badge and am stumped.  The challenge is
 
Mix-n-Match Badge:
2013 Happy New Year Limited Edition Badge
Win 13 games with a 'frozen pile' in 3 weeks!

I've tried winning a game while the frozen pile is still there, I've tried picking up the frozen pile and then going out.  Neither has worked to give me credit for the badge.  What am I missing here?
