Weird ... I wonder if that changed in the latest version of Chrome? I'm pretty sure the option read differently when I originally posted the solution.

I found a Chrome extension called Advanced Flash Site Enabler that you put in the web address of the site you want to have it enabled. They offer a free version and a paid version for 99 cents. The free one limits the amount of sites to like 3.
I think it is worth 99 cents for one year of not having to manually accept to run flash.

In the address bar, go to : chrome://settings/content

Look for the option "Flash - Ask First" and click on the box. Then just click on the slider box to disable it.

Click on the "Windows Search" icon and type in "Services" and click on it.

Scroll down until you see "Google Update Services" and do the following for both listings :

Right click and select "Properties" and set "Startup type" to "Manual" - then click on "Apply" and reboot.

Then if you would like to manually update, type this in the Chrome URL bar : chrome://settings/help

Clicking constantly to give flash permission was making me quite perturbed. 


Now if there was only a way to not have Chrome update itself without asking first.  So we could say no we don't want that update.
