Yes, thats right.

When you set up the board, you become an admin. Then you can make more admins or moderators.  :)

ohh so the only thing moderaters do is mess with the posts and topics and they cant ban people, but who says who gets to be admin (dont the admins pick the mods)

A moderator can edit posts, delete them, move them, lock them, etc. Basically everything you need to moderate. Administrators do all that, and much more; such as banning and deleting members, managing boards, backing up the forum, and things like that.
