To chat in the new Pogo you need to click on the bubble icon at the bottom of the game you are in. Then you can choose a room to go into.

Yes, Pogo has been adding chat to the games since July 8th. You can read more about it here :

Are we ever going to be able to chat in games ever again?  I like the games and all...been a member for 14 years, but going to cancel if I can't chat.  Anyone have news?  I've been out of the loop and not happy with Pogo the way it is.
