Dog lovers can't help themselves!  We want to touch the dogs!  I thought the dog was well trained.  Did you see how he changed when the woman gave him permission to break ranks?

The woman was friendly and informative; her great response should have been enough.  I think she should NOT have allowed the girl to pet the dog.  I think it sends a confusing message.
