I believe they are only available for about 2 weeks from when they go live.

Limited Edition badges are not free.  You have to purchase the challenge and complete it to win the badge, which will appear in your badge collection.  LE badges cost 30 gems.  In many years I cannot remember a time when they were on sale.  They are offered for a limited time only.
