I don't know.  I've done a couple of crafty projects using MP and it holds up well.  A big ghost... like 3 or 4 feet tall... might be doable.  You'll need a quart of MP!

How strong is ModgePodge? Can you make a fairly large ghost and have it not collapse on itself?

Very cute!  And I have ModgePodge!  For those who might try this, the dollar store sells ModgePodge - you don't have to go to an expensive hobby store.
