Does the percentage go up if I finish the speed round faster?

No. The percentage only goes up faster on higher difficulty levels. :(

Oh, well, even if I played on hard and finish the speed round faster, my percentage will go up normally, right?

Playing on hard makes a difference. No matter how quickly you finish the speed round it has no bearing on the percentage increase. ;)
