In photoshop you will have to effectively create every frame.  Save the image, move the text 2 pixels, save it, move it, etc.  Inefficient.  Maybe you can make a macro or a script or whatever, dunno.  But you're probably gonna need a specialty program.  Or put the text in an image with a pink background, or transparent, and get some software that'll allow you to move images on top of images.  Yes...

That's what I do with PSP. I create each frame and then fiddle with the settings to get it to display the way I want. O0
